An unidentified man was shot and killed at the Capitol this afternoon after he walked into the governor’s office with a gun, yelling "I am the emperor. I am here to take over state government." The shooting was the first homicide in the Capitol in the history of Colorado. A state trooper, identified as Jay Hemphill, shot the man in the head. Gov. Bill Ritter was in his office at the time but was not hurt.Drunkablog's on the case.
Capitol security was loosened in 2003.
